Polish president vetoes bill to implement EU Digital Services Act

The veto marks a significant setback for efforts to strengthen protections against harmful online content, safeguard minors, and give authorities stronger powers over global tech platforms. The bill would have introduced stricter rules for removing illegal and harmful material, monitoring and blocking illicit livestreams, penalizing repeat copyright infringers, and enforcing compliance on platforms including Google, Meta, and TikTok.
Broadcasters have long lobbied for these measures to combat online piracy, warning that the veto effectively freezes enforcement at 2015 levels, allowing illegal streams to continue undermining viewership and revenue.
Nawrocki, elected last year, has positioned himself as an independent counterbalance to the centrist government led by Prime Minister Donald Tusk. Officials in Warsaw have accused the president of blocking EU law implementation for political purposes, though lawmakers note that last-minute amendments to the bill—addressing data retention and nline speech liability—provided a constitutional basis for his rejection.
The European Commission has repeatedly cautioned Poland and other lagging member states that failure to implement the DSA could trigger infringement proceedings.
